Since November 2023, Joy has held the position of Counsellor (Transport), Critical Infrastructure Security Centre, Department of Home Affairs, based at the Australian Embassy in Bangkok. Joy works in partnership with aviation security regulators, airports and airlines in the Mekong and South-Asia regions to enhance transport security capability, oversight and standards.
Prior to this appointment, Joy occupied various Director roles within the Department of Home Affairs, including Director Transport Security International Capability Building Program, Director Maritime Security Policy and Director AusCheck Legal Policy and Reforms. Overall, Joy has 15 years of experience as an Australian public servant in various legal and national security roles.
Joy holds a combined Bachelor of Laws/ Bachelor of Arts from the University of New South Wales.
